Not that he is directly evil to Katniss or Peeta but he certainly is manipulative, through his use of mind games and political maneuvering. The fact that he never has to lay a finger on any of the main characters personally, and still gets what he wants, is clearly an indicator of his genius. Usually its what you don't see that makes a character terrifying: like what goes on in President snows brain.

I created this design for president snow. The design isn't overly flashy but it is clearly unique, I used black and white to portray snow. And naturally in place of an arrow, there is a white rose.
